This environmental assessment identifies the environmental effects of the Trust's proposed project within the PHSH district. The Council on Environmental Quality's regulations implementing the National Environmental Policy Act allow federal agencies such as the Trust to prepare an EA to assist agency planning and decsiion-making. An EA provides evidence and analysis to determine whether an EIS is required, aids a federal agency's complicance with NEPA when an EIS is not necessary, and facilitates preparing an EIS if one is necessary.
