Of this fact, the Maryland prisoners were well aware, without the confession of Mr. Seward, and confidently expected a release as soon as the military authorities had gone through the form, or rather the farce of holding an election ; in this they were doomed to disappointment. The Northern "Loyal" papers insisted on our continued incarceration as a means of "striking terror into the hearts of the people of Maryland," while a class of people in Baltimore, generically known as "PLUG Uglies," who had for years, by violence and fraud ruled the city of Baltimore, and had been finally put down, after a long struggle by the reform party, suddenly became " loyal" men, devoted to the Union, protested against the return of the Baltimore prisoners, as likely to disturb the peace and loyalty of the city, and embarrass the local government, of which, in the meantime, they had taken possession. This class of people, having for its "standing army" the rowdy clubs of Baltimore, and for its leaders, a few men who publicly make some pretensions to decency, and privately use the party for the furtherance of their pecuniary or political interest, are the same people, who, two years ago, when Black Eepublicanism was not as prevalent in Baltimore as at present, cut off the coat tails of the present "Loyal" collector of Baltimore, and compelled him to escape by jumping out the window of the room where he was attempting to preside over a republican meeting ; who brick-batted the present "Loyal" ass...
