Guyot Yves
Yves Guyot (6 September 1843 - 1928) was a French politician and economist. He was born at Dinan. Educated al Rennes, he took up the profession of journalism, coming to Paris in 1867. He was for a short period editor-in-chief of L'Independent du midi of Nîmes, but joined the staff of Le Rappel on its foundation, and worked subsequently on other journals. He took an active part in municipal life, and waged a keen campaign against the prefecture of police, for which he suffered six months' imprisonment. He entered the chamber of deputies in 1885 as representative of the Ier arrondissement of Paris and was rap porleur general of the budget of 1888. He became minister of public works under the premiership of PE Tirard in 1889, retaining his portfolio in the cabinet of Charles de Freycinet until 1892. Although of strong liberal views, he lost his seat in the election of 1893 owing to his militant attitude against socialism. An uncompromising free-trader, he published the following works:

When one or more individuals invest their energy, their knowledge, and their capital in an industrial enterprise they must be convinced beforehand that in so doing they are responding to a demand on the part of a group of consumers having a sufficient purchasing power to repay them for their services, as well as for the products which will be offered. If the estimates of the founders of such an enterprise are correct, they will gain; if incorrect, they will lose. In either case they will bear the responsibility for their acts. Gain or loss is the inevitableand infallible consequence of every such enterprise. And, as every man who is on the point of engaging in business knows that one of them must occur, his energy is spurred on by the hope of the one, while at the same time it is being curbed by the fear of the other. The industrial and commercial progress of all nations far advanced along the pathway of evolution proves that the majority of those individuals or groups of individuals who have engaged in business undertakings have calculated accurately. 2. Let us pass from these monotonous Utopias, condemned as they are by experiences which are as constant as they are cruel. There now appear the Socialists with scientific pretensions, of whom France presents a lavish supply. Why then should we scorn them ? Are they not French formulae which we find at the root of all these recent foreign conceptions? "The land belongs to no one and its fruits to all," says Rousseau in 1753. Are the rules of Morelly's "Code de la Nature" so far removed from actual schemes. The works of Saint Simon from 1808 to 1825 disclose a strange medley of religious survivals, scientific aspirations, and profound insight into the future. He adopts the old conception of Gregory VII. by proposing to organise two powers, the one spiritual, composed of the philosophers and artists, the other temporal, but this temporal power must be devoted to industry, so that when Le Play at a later date proposes to constitute the industrial chiefs the "authorities of society," he is adopting Saint Simon's idea in another form.
